    Being on a park doesn't mean you're not allowed to place a public vote on it. You just can't put a panelist vote on anything you've built on. 

    Furthermore, you don't even need LL to public vote on things. You can do that from just an overview, or from what you've seen in streams or video reviews. Again, that's not the case for panelist votes, but public votes are a lot more rule-free.
