There is a tool, its called the NE Mapmaker team. Any park you submit will be run through it, and you'll get a map.
In all actuality, no, you need to take a bunch of screenshots of a paused park, then stitch then together in Photoshop or GIMP. -

I use paint to stitch the screenshots together, then I head into Imageready (Photoshop's little brother) to erase the background, crop, and sometimes resize. It's really easy, but it takes exponentially longer as the parks get larger. My computer isn't powerful enough to map large parks, sadly. Important detail is that it's quite hard to erase the black background, especially if there's scenery directly in front of it. If you delete the black background, chances are you will delete parts of the scenery too. For that reason my RCT2 version is hacked so that the black background gets replaced by pink. Pink scenery is rare, usually it gives no problems.

He may not care about having a transparent background. Also, I can't believe you align all of them in paint. Photoshop, and gimp both, I believe, have an auto-stitching tool that would make that way easier for you, liam. -

Something with Windows XP, for real. All the newer Windows versions are a nightmare. On XP everything I want to work, just works. -

You can have my computer Liam. Dell Dimension E510 running XP, bought in 2005. It's a giant piece of crap but at least it runs RCT with no problems
