I know such programs exist, not sure what exactly they are though or whether they're available for free. As part of a school project we had to build our own "virtual Lego set" using a 3D CAD program, but that was a ton of work as far as assembly goes. Was quite fun though, could possibly build some rides with it. -

I know of LDD http://ldd.lego.com/ but this looks to be of much higher quality, perhaps from a different program.
EDIT: It would appear it is made in LDraw http://www.ldraw.org/ , a less intuitive program but seems to result in higher quality renders. -

if either of them output any standard 3d file formats you could probably drop them into Vray or Bunkspeed and get a slicker rendering anyway. -

A programm that produces step-by-step plans out of this would be awesome!

The scrambler and the haunted house are pretty cool too. If detailed instructions existed and I had the resources, I would definitely build these models
