Can anyone explain to me how EXACTLY to get RCTRelaible for RCT2 to work? I have the .exe file and everything I just can't get it to run.

you've got two exe files.
the patch and the trainer.
the patch you aply once. if you've got the right version of rct2 (it doesn't work on european version I believe) it will patch your rct2 so rides wont break down.
if you want to use the trainer you first open your park. than you open the exe once. it will show up a prompt screen for a second or so and quite again. now your rides wont breakdown untill you quit rct2 and open it again.

both ways wont work with other people. so as long as you keep the park for your self there is no problem. but if other people look at it without the patch or trainer they will see your rides breakdown.

Hmmmmmm......... It still isn't working. I tried to get the patch open and it opens and closes within a second. I tried both. Any ideas now? (Btw I have Vista so I dont know if it works on Vista)

vista could very well have something to do with it. make sure you run the program in xp mode.
first try using the trainer and see if that helps.
I think the patch wont work cause most people using vista seem to have changed directories (at least thats what they say, I can't find it in my vista I just have normal directories) so if thats the problem the patch maybe can't find your file.
else check if it does change anything by looking at the date changed for the rct2.exe
