Can someone tell where i can get a decent workbench with custom sceneary(not protour2bench, i already have it), i have been seraching all morning and i can't find any decent ones, thank you.

The best way to get custom scenery is to DL parks. Other then the PT2 bench I can't really think of anything with a DL posted...

After ~3 Workbenches you know which objects you need and which you don't.

So if i download parks, like Artists Port of Magia for example, can i then use the scenary packs in making my own custon scenario?

Yes.

For Custom scenery: Have a look at Rohn Starr's list HERE.

We have a lot of workbenches (we call them either RCT2 scenarios or RCT1 templates) over at RCT Fun. The RCT2 ones have a lot of money, but no custom scenery. You can alter that in the scenario editor of course.
All RCT1 templates can be used in RCT2 but you'll have to use a trainer to give them a lot of money.
