There's a reason black and white effects are almost never used...
I kind of get the feeling of an old black and white film from this, but to be honest it's not really my cup of tea. If the 'mystery' side is the entire theme of the park then it would be infinitely better using the same colour palate as in Frankenstein (by the Resevoir Dogs in H2H6). Just select the necessary water 'type.' Then you could focus more on nicer textures and aesthetics rather than this rather ugly, bold, black and white; the 'mysterious' atmosphere would kind of take care of itself.

The concept behind the park is, that as visitor you come into this old-looking black and white town with a really mysterious feeling to it. The rest of the park will have colours just because I want to show the park how it would be in real life rather than making EVERYTHING on the map black and white.
The crucial thing for me is that Black & White isn't necessarily Black & White.
I would try to use Grey, and possibly the darker browns & purples. You can add more tone to this area that will help enhance the black & white feel without just using black & white.
Tested a little Black and White effect and quite liked it. I continue in my qeust to build a park I want to build, rather than a park you guys want me to build.

If u want crazy path, did u test to set the path one tile down and put a glass above it, maybe it will look okay...
