This is pretty nice, definitely has atmosphere. Sort of drives me nuts that you have two different type of tables so close to each other but that's probably my only issue.
Really good stuff overall, and nice to see you building with custom objects.
I think the roof terrace is the weak link here. My suggestions would be: have the tables and parasols match the bottom (in general I would avoid the ones you've used because the perspective on the parasols looks shit), change the floor surface to something more textured (i could see some kind of tiles working) and change the railings to something less utilitarian (maybe glass to match the lower terrace?)

This certainly looks better in-game I'd say, because of the advantage of being able to see the nice interior details with cutaway view.
After having some time to think, I think the open second floor indeed needs a texture like Alex said. Seems like a nice opportunity to add detail.
