inthemanual, I did wonder about this too, but as this is essentially the entire pathway for the themed area, I thought it needed some space to allow for all the guests, without making it look too crowded. I also felt the area would become overwhelming and jumbled with objects and colours had this open area not been present.
And Poke, I'll give it a go! I will admit, I tired adding a texture under path in another area, as per a suggestion, but I felt it detracted from the cleanness of the area. However, I think this area lends itself to more colourful options, so I'll try some out.
I like the moving parts.. the spinning gears mixed in with the planters would look better in-game rather than in a screen. Moving objects will make the area seem more interactive with guests..
This is what NCSO is all about. My suggestion would be to put a texture under the path.

Psychedelic, but not to the point where it becomes an eyesore. You found a nice balance of vibrancy in the colors.
Also, I feel like the large open pathway could merit some jumping fountains, although I don't know how well it would work out.
