I've told it numerous times already how its done but people still say its not the right way to do it .... they are just transparant water tiles I made...
they aren't animated indeed.
Well this isn't possible with zero clearence -> raise water.
I use multiple tile objects which will glitch if you raise the water around them. also I use perspective tricks here. For example some of the buildings are actually higher then the water level but because I can just put the objects above it, it looks like they are all under the same water level.

transparent water tiles can't animate though, can they? What's wrong with zero-clear->raise water?

You've beat me to it though, those tunnels were an idea i wanted to put in an upcoming park or design somewhere in the future.
