Definitely don't introduce more colour. How does it look if you use the ice colour for everything? At least the roofs? Would make more sense. But either way this looks really cool, no pun intended.
I'd definitely go with what inthemanual said about tree colouring.
I'm kind of torn between if I want to see the implication of the area covered in snow/ice, or if the entire area is supposed to represent snow/ice. If it's the latter, then the colours are probably fine for the most part. However, if it's the former then I would go about changing the colours of the buildings to some reds/oranges/greens and then having the roof and overhangs white/ice blue.
Here's a section of my park I thought I'd tidy up this morning, of course still in the "Forces of Winter" area. This particular portion of the village is to mimic the force of ice, turning everything into a frozen tundra.

I'd keep the trunks to their normal colors. and make the leafs the bright-ass teal.

@cb - you're probably right, but it's supposed to be a themed area of the park, so I'm in the same boat as you. Build for me, not for others.
