Ehh I feel like 3/4 of this site is in some way involved in the submission process and pretty much knows whether a submission's gonna win an accolade or not before even opening. Sure every once in a while an unexpected park will take an accolade, but in general I get the feeling like the panel is just redundant and for show purposes.

How so? I don't know 75% of the stuff that comes through the AP, But then I don't trawl the Ad district daily I suppose. And how would you change it. If there's no panel what you are essentially saying is going back to the Iris days and just have The admins say yes or no? Which trust me no one wants.
I know it sucks when your work doesn't get an accolade because of one low outlier. I had the same with Pac voting 25% on my park. But don't take it personally and especially don't whine about it later on. Just say you didn't submit because you didn' think it would win. Don't blame the panel, they are putting some of their free time in one of the things that makes this site a cool place, accolades.

And I don't think we will see much difference in which park wins accolades if we have the admins pick the winners.

See i disagree. Take Nyoka for example. There's more than 50 downloads so far and the accolade panel is 15. Thats more than a handful right there. Electric Park has 127 downloads.
And for an LL park in particular this is certainly not true. I can't count how many posts I get on each of my releases saying "I wish I had LL so I could view this". Its impossible for each of those to have seen the park before release.
The community is small but it's not that small. I think you underestimate the number of people who don't post often but still look at the accolades.
Just got to take a look at this in-game. I think this could have challenged for a design, but it probably would have fallen short. The design itself just isn't that intriguing to me, though it's not bad. The foliage was fascinating--I'm not sure I've seen such a combination, but I think it works. Architecturally speaking you've also got interesting things going on, and you use the in-game pagoda objects well. It's worth taking the time to hack the back spike of the shuttle launch. Other than that, I'm impressed. I think you should stick with LL.
I feel like the foliage mix doesn't quite work, but it is close enough to give a unique feel. Likewise, the architecture scheme is a slightly offbeat collection of parts that works quite nicely. The overall composition of things is very, very nice - that is, the way the ride elements are placed over water or the flats break up the path. I particularly liked the use of open grass to let things breathe. The coaster took the elements a little fast for my taste, and I have to admit being puzzled on a couple of counts: why build the back spike for the shuttle loop without using it, and why use random characters on the banners?
