Does the Dippin' Dots stall by Buggy actually function? I only ask because in the picture on his website there is no one behind the counter lol

Haha, yeah it is really empty. Needs a "back in 10 minutes" sign.
Shops with a vendor look much nicer imho. None of the original shops do have that detail and some are completely empty. I like to use those as base and put stuff in.

Closest thing in the game would be candy apples. Should it be a proper stall or more a stand/cart?
